Landlord particpation requirements include, but are not limited to:
- Certificate of Occupancy from City of Newburgh
- ALL LANDLORDS ARE REQUIRED TO SUBMIT A FORMAL RECORDED DEED FROM ORANGE COUNTY, NY INDICATING BOOK AND PAGE NUMBER
